Kerala HC Upholds Article 22: 24-Hour Magistrate Production Clock Starts at Detention, Not Arrest Record
The Kerala High Court, in a landmark decision, ruled that the 24-hour period for producing an arrested individual before a magistrate begins from the actual time of detention or when their liberty is curtailed, not from the formal recording of arrest by the police. Justice Bechu Kurian Thomas, leading the bench, emphasized that police often delay arrest records under investigation pretexts, creating unregulated custody periods prone to human rights violations like police brutality. This ruling reinforces Article 22(2) of the Indian Constitution, which mandates production before the nearest magistrate within 24 hours of arrest, allowing only for necessary travel time, and prohibits extended detention without judicial authority. The court granted bail to Biswajit Mandal of West Bengal, an accused in a drug-related case, who contended his detention exceeded the 24-hour limit. To clarify the legal issue, the court appointed Nikhina Thomas and Neha Babu, second-year law students from Ramaiah College of Law in Bengaluru, as amici curiae to assist in the proceedings.

Kerala Launches Nightlife Tourism Project Near Technocity in Thiruvananthapuram
The Tourism department of Kerala launched a nightlife tourism project on Wednesday at Aanathazhchira near Technocity in Pallippuram, Thiruvananthanthapuram. This initiative aims to promote unexplored tourist spots, eco-friendly practices, and nightlife experiences. Tourism Minister P.A. Mohamed Riyas received the title deed for 16.7 acres of land from Revenue Minister K. Rajan at Andoorkonam grama panchayat, marking the project's commencement. Key features include water adventure sports, an eco-friendly children's park, and a dedicated bicycle track. The adjacent Freedom Park of the Kerala Startup Mission (KSUM) will showcase startup innovations. Ministers emphasized the project's potential to benefit local communities and leverage Technocity's proximity. Implemented via Public-Private Partnership (PPP), an Expression of Interest (EoI) for construction will be floated in September.
Andhra Pradesh Hotels Association Seeks Extension of Go.Ms.No.131 Benefits to Non-Classified Hotels
The Andhra Pradesh Hotels and Restaurants Association has requested the state government to extend the benefits of Government Order (Go.Ms.No.131), dated April 26, 2025, to non-classified hotels with bar and restaurant facilities. On Wednesday, a delegation including association president Parvathaneni Ravi Kumar, zonal president Krishna Mohan, and executive committee members Veeramachaneni Hemanth Kumar and Ilapuram Raja met Mukesh Kumar Meena, Principal Secretary of General Administration (GAD) and Revenue-Excise, at the Andhra Pradesh Secretariat. They highlighted that numerous non-classified hotels match 3-star establishments in infrastructure, amenities, and service quality while employing thousands, serving lakhs of customers annually, and contributing substantially to state tax revenues. Despite investing in upgraded facilities aligned with government standards, these hotels remain categorized as standalone 2B bars, facing high licence fees and operational restrictions. The association proposed applying the same ₹25 lakh annual licence fee as 3-star hotels to eligible non-classified establishments and exempting them from the lottery-based licence renewal system. Principal Secretary Meena assured the delegation their proposal would be reviewed for consideration.
Kerala High Court Enforces Union Ministry Guidelines for 24/7 Public Washroom Access at Highway Fuel Outlets
The Kerala High Court, with Justice C.S. Dias presiding, modified its interim order on a recent Wednesday to mandate that washrooms in petroleum retail outlets along national highways remain open to the public 24/7. This directive requires display boards to indicate availability and ensures access is subject to safety and security protocols. The decision followed the State government's submission of December 2020 guidelines from the Union Ministry of Road Transport and Highways, which emphasize providing round-the-clock drinking water and washroom facilities at such outlets for public convenience. In its affidavit, the Indian Oil Corporation (IOC) confirmed that its marketing guidelines support access for customers and transit travelers but clarified that these facilities are not public toilets, with non-customer access at the dealer's discretion. Other petroleum companies sought additional time to respond. The case stemmed from a June 2023 petition by the Petroleum Traders Welfare and Legal Service Society and five retailers, who challenged government and local body efforts to convert private washrooms into public facilities, citing property rights under Article 300A of the Constitution due to operational disruptions and safety risks.
Karnataka Targets 2 Lakh Land Podis by 2025, Empowers Registrars to Cancel Fraudulent Properties
Karnataka Revenue Minister Krishna Byre Gowda announced in the Legislative Council that the state government will provide podis (land demarcation documents) to 2 lakh government land allottees by December 2025 through a statewide campaign. Currently, 73,390 survey numbers involve 2.51 lakh allottees, while 67,000 survey numbers await completion of the '1-to-5' verification process. To expedite this, document requirements have been reduced from five to three. The government is proactively issuing podis without waiting for applications and addressing missing records via a special fortnightly committee. Concurrently, all taluk office records—approximately 100 crore pages—are being digitized, with 33 crore pages already scanned; full public access is targeted by February 2026. Separately, district registrars will soon be empowered to cancel fraudulent property registrations proven to involve forged documents or impersonation, offering faster redressal compared to lengthy court processes. A draft rule enabling this will be published later this month.

Supreme Court to Form Search Committee for Vice-Chancellor Appointments in Kerala Universities Amid Governor-State Dispute
The Supreme Court of India intervened on Wednesday to resolve the ongoing dispute between the Kerala Governor (acting as Chancellor of state universities) and the Kerala State Government regarding the formation of a search committee for appointing Vice-Chancellors (V-Cs) to the APJ Abdul Kalam Technological University (KTU) and Digital University Kerala (DUK). A Bench comprising Justices J.B. Pardiwala and R. Mahadevan announced that the court itself would constitute the five-member search committee. Both the Governor and the State Government have been directed to submit four names each by August 14, 2024. The court will select four members from these combined lists, while the fifth member will be nominated by the University Grants Commission (UGC). The Bench specifically stated that neither the Governor nor the State should insist on appointing interim V-Cs and emphasized the goal of appointing regular V-Cs. The Attorney General, representing the Governor, argued that interim V-Cs were appointed only from serving V-Cs of other universities, which the Kerala High Court had previously quashed for being made without consulting the State Government. The State's counsel highlighted that the Chancellor's unilateral appointment of interim V-Cs violated Section 13(7) of the Technological University Act, which mandates such appointments only on the State Government's recommendation. The court referenced its July 30 order, reinforcing that interim appointments require government recommendation.

TGSPDCL Mobilizes Emergency Teams for Power Supply Stability Amid Telangana Heavy Rain Forecast
In response to forecasts of heavy to very heavy rainfall over the next 72 hours, the Southern Power Distribution Company of Telangana Ltd (TGSPDCL) has escalated its disaster preparedness to address potential power supply disruptions. Chairman and Managing Director Md. Musharraf Faruqui has cancelled all staff leave, mandating round-the-clock availability across headquarters. Approximately 200 engineers and personnel from corporate, zonal, and circle offices have been reassigned to operational circles for rapid response to rain-related outages. Dedicated teams are ensuring uninterrupted 24x7 power supply to government hospitals within TGSPDCL's coverage. Additionally, 167 emergency response teams with vehicles and equipment, along with GPS-equipped auto-rickshaws in 213 section offices, are on standby for emergency calls. CMD Faruqui inspected readiness at the Hussainsagar sub-station, and citizens are advised to report issues via the toll-free number 1912 or local fuse-off-call offices. Separately, Deputy Chief Minister M. Bhatti Vikramarka, overseeing Energy and Finance, praised lineman Md. Hymuddin and his team from the Baswapur section in Siddipet circle for restoring power to three villages. They braved floodwaters to reconnect a snapped 11 kV feeder conductor in the Nagasamudrala minor irrigation tank near Bathulavanipally, with CMD Faruqui also commending their efforts.

Operation Sindoor Gallantry Awards to Be Announced at Independence Day Celebrations
On Independence Day, August 15, gallantry awards will be announced for defence personnel who demonstrated exceptional bravery during Operation Sindoor. The celebrations at the Red Fort in Delhi will commemorate the success of Operation Sindoor, featuring its logo on the view cutter at Gyanpath and themed floral decorations. Defence personnel selected for the awards will be seated on the rampart during Prime Minister Narendra Modi's address, where he is expected to highlight their contributions and the operation's achievements. According to the Ministry of Defence, the event, themed 'the continuing rise of a prosperous, secure, and bold Naya Bharat,' aims to inspire progress towards the government's vision of Viksit Bharat by 2047. The Indian Air Force will conduct a special flypast with three helicopters carrying the National Flag and the Operation Sindoor flag, showering flower petals over the public. Kerala Man Arrested for ₹12 Lakh Fraud Scam Involving Fake College Admissions
On Wednesday, the Peroorkada police arrested Jinto Joy, a 33-year-old from Kodakara in Thrissur, for allegedly orchestrating a fraud scheme targeting students by falsely promising college admissions in exchange for substantial payments. Posing as an educational consultancy operator, Joy deceived higher education aspirants and additionally solicited large sums from educational institutions under the pretense of setting up accredited robotics and automation laboratories. Preliminary investigations reveal that he fraudulently acquired at least ₹12 lakh, with potential additional victims emerging in areas like Thrissur. The management of Dr. Somervell Memorial CSI Medical College and Hospital in Karakonam has also lodged a formal complaint with the Deputy Superintendent of Police in Neyyattinkara, accusing Joy of similar deceptions regarding student admissions. Following his arrest, Joy has been remanded to judicial custody as inquiries continue.
