The State Vigilance Commission has recommended criminal proceedings against 50 serving and retired officials, along with the contracting agency L&T Precision Engineering Systems (L&T-PES), for their alleged role in the collapse of the Medigadda Barrage, part of the Kaleshwaram Lift Irrigation Project. The Vigilance Report, dated March 5, 2025, highlighted significant lapses in design, supervision, quality control, and execution, which led to the sinking of Block No. 7 of the barrage, causing substantial financial losses to the state exchequer. The Commission has also directed the Irrigation and Command Area Development (I&CAD) department to initiate disciplinary actions against 33 officials, including engineers and Finance department personnel, for procedural and supervisory failures. Additionally, penalty proceedings have been advised against seven retired senior officials under the Telangana Civil Services (Conduct and Appeal) Rules. The Commission emphasized that L&T-PES must bear the full cost of replacing Block No. 7, citing violations of key contract terms and faulty execution of secant pile foundations. The report also calls for accountability among higher officials, including Principal Secretaries of the I&CAD and Finance departments, for approving deviations and financial proposals during the redesign and execution phases from April 2015 to October 2023. To prevent future issues, the Commission has issued directives for stricter adherence to norms, mandatory joint inspections, and comprehensive model studies by third-party experts.

KAHWA Accuses Kerala Government of Reducing ASHA Honorarium Amid Indefinite Strike

The Kerala ASHA Health Workers’ Association (KAHWA) has accused the Kerala government of adopting a vengeful stance towards Accredited Social Health Activists (ASHAs) following a statement by the Chief Minister indicating no compromise on their demand for an enhanced pay package. During a press conference on Monday, KAHWA leaders alleged that the government had reduced ASHAshonorarium from ₹7,000 to ₹3,500 by introducing new conditions related to incentives. They claimed that the majority of ASHAs received only ₹3,500 in April instead of the usual ₹7,000. The association had demanded the removal of 10 conditions tied to the full payment of honorarium, which the Health Minister had reportedly agreed to during discussions. However, the subsequent government order was ambiguous, and ASHAs alleged that the conditions were instead linked to incentives. The government denied these allegations. Under the new conditions, ASHAs with a fixed incentive of ₹1,000 and a performance incentive below ₹500 would receive only ₹3,500 as honorarium. KAHWA demanded the immediate withdrawal of this condition, accusing the government of imposing a financial squeeze on ASHAs by delaying payments and reducing honorarium. The indefinite strike by ASHAs, led by KAHWA, entered its 113th day on Monday. The association criticized the government’s approach as undemocratic, anti-labour, and anti-woman. Meanwhile, KAHWA members have been conducting a Statewide tour across nine districts over the past 29 days to garner public support. They plan to hold a mega rally in Thiruvananthapuram on June 18 to conclude their tour.

Leaders of the Indian National Developmental Inclusive Alliance (INDIA) are scheduled to meet in New Delhi on June 3, 2025, to strategize a unified approach to demand a Special Session of Parliament. The session is sought to address the aftermath of the recent terror attack in Pahalgam and other critical issues related to national security and foreign policy. The Opposition has been coordinating to draft a joint appeal for the session, emphasizing the need for a comprehensive debate on matters such as the killings in Poonch, Uri, and Rajouri, ceasefire announcements, and the implications of Pakistan-sponsored terrorism. Seven multi-party delegations are currently touring globally to highlight India’s stance on terrorism. The Opposition insists that the session be convened after the delegations return. However, there is internal disagreement on whether to submit a joint letter or individual appeals from MPs. Notably, the Nationalist Congress Party (SP) is unlikely to attend the meeting, with its leader Sharad Pawar expressing reservations about discussing sensitive issues in Parliament. Defence Minister Rajnath Singh previously chaired an all-party meeting on May 8. Additionally, Rashtriya Janata Dal MP Manoj K. Jha has written to Prime Minister Narendra Modi, raising concerns about foreign interference in India’s sovereign foreign policy, particularly citing U.S. President Donald Trump’s claims of mediating peace between India and Pakistan.
